The Disability Act says that you may not be denied the right of education, the right of employment, the right to treatment, the right to equality of opportunities merely on the grounds of disability. All else being equal, persons with disability have exactly the same rights as others who have no disability. |

Should you face any difficulty in the reasonable exercise of your rights, you may, indeed you must, approach the Commissioner Disabilities of your State.
Usage is the best guarantee that your rights will be respected and that corrective action will be taken as and when necessary.
Finally, our view is that there must be justice and fairness on the parts of all concerned: including the persons with disability. |

Rights are generally divided into two parts:
- The legislative, which is the law and is provided for in the constitution; and
- The moral, which flows from an understanding of the need to provide the unstated part of the laws to fulfil the spirit of the laws and conventions that govern society
India passed into law the Indians with disabilities Act, 1995, which formally recognised that persons with disability need the support of law to begin exercising their fundamental rights as citizens. Obviously, it also recognised the fact that persons with disability were not getting their dues.
All of us – persons who are disabled and those who are not – must remember that the provisions of this Act serve to reinforce the fact that the rights originally granted by the Constitution are for all Indians. The Act does not give new rights; it only seeks to provide an enabling environment so that no citizen is denied the exercise and enjoyment of their fundamental rights. The Act must be understood by those it seeks to support. Only by understanding and exercising our rights do we protect and preserve them.
